Surface book 2 doesn't always use the GTX 1060 (found this when trying to plan NBA2K20), sometimes it defaults to using the integrated graphics card. I found posts suggesting that connecting and disconnecting the detachable screen and rebooting would help, but it didn't for me.

You can update Surfacebook 2 drivers from:

... this on it's own made no difference though.

NVIDIA Control Panel

To change fix I had to do the following:

Find nvidia Control Panel in control panel (note the version in Microsoft store doesn't work, and had to be uninstalled).

Set preferred graphics driver to the GTX 1060

GeForce Experience

In addition you can install GeForce Experience, which will help you to optimise settings for each game.
